Status: WontFix (was: Unconfirmed)
It is normal for WebView to be disabled if you have Chrome installed since Chrome provides an alternate system webview implementation. If you really wish the System WebView re-enabled you can choose which WebView implementation to use inside the Android Developer Settings or remove Google Chrome from your device.
