[Merge Request M72] Set migration flow step when user navigates away

Issue description

Request to merge CL setting migration flow step for migration bubble. This enables the migration bubble to dismiss itself after user navigates away after the bubble is triggered.

Have tested in Canary and the bubble works as expected: It will dismiss itself if user navigates away after 5 secs since it shows.

The feature is part of the Paradise project and is thus controlled by project's Finch flag. No other project/feature touches this file.
