URL bar is always white, black mode is gone

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36 Steps to reproduce the problem: 1. Select GTK+ (dark mode in my case) 2. look at the url bar 3. What is the expected behavior? The url bar shouldn't be white. What went wrong? Able to reproduce the issue on the reported chrome 71.0.3578.80 and on latest canary 73.0.3636.0 (flag is not available) using Windows 10, Ubuntu 17.10 Mac 10.14.0. Below is the Manual change log(Good and bad behavior seen on branch builds) from https://omahaproxy.appspot.com/ Note: Latest chrome 73.0.3636.0 (flag is not available) and not seen any difference on M-70 and M-71 when enabled gtkdark theme.
