Steps To Reproduce:
1. Connect a wired stereo headphones onto the device (i used the Google branded wired headphones) 
2. Power ON/OFF or reboot the device
Observe:

Expected result:
should not have any pop noises when reboot or power on/off device

Actual result:
A pops and static noises heard on the headphones

Note: not reproducible on internal speakers
