Description:
The same cookie appears as blocked and allowed in the cookie manager. Not sure if this is an intended behavior or not but it looks very confusing to the customer and may raise security/privacy concerns.

Steps to reproduce: 
1. Block third-party cookies in browsers Settings.
2. Go to site that sets third-party cookies (Unify for example)
3. Click on small picture in URL bar that says 'This page was prevented  from settings cookies'
4. Click 'show cookies and other site data'
5. Go to 'Blocked' tab, find third-party cookie and click 'Allow' button against entire hostname, not a particular cookie.
6. Reload the page and check Cookies manager again.

Current Behavior / Reproduction: 
Both 'Allowed' and 'Blocked' tabs contain the same cookie.

Expected Behavior: 
The cookie should be either blocked or allowed, not both.

Customer has provided a video with the issue but I was unable to download it, as it is located on third-party server. It is attached to Unify case.
