[User Feedback - Stable] It is possible to become stuck in a state where a forgotten sync passphrase cannot be reset

Issue description

Chrome Version: 71.0.3578.80
OS Version: OS X 10.13.6

What steps will reproduce the problem?
1. Create a new Google account.
2. Sign into Chrome and choose the option to modify sync settings before sync begins.
3. Setup a sync passphrase, opt out of all other sync data for now.
4. Sign out out of Chrome / delete the profile.
5. Sign back in to Chrome and realize you've forgotten your sync password.
6. The sync dashboard cannot be reset as it contains no data.
7. You're stuck and cannot use Chrome sync.

We have a user that has reported they are stuck in this state:

I created an owned testing account and am able to repro this behavior exactly. When in this state, there is no ability to reset the sync passphrase to be able to begin using sync again.

I can also share the test account I used to reproduce this in valentine if you're interest in accessing the account and seeing the behavior.

One workaround may be to always allow sync reset regardless of if data is detected, or begin detecting a passphrase as a type of synced data itself.

This looks like a chrome.google.com/sync dashboard bug.
Chrome Sync Server team will look at this.

Meanwhile, could you please elaborate on step 4?
I.e. what do you do once you set the custom passphrase?
I am just wondering whether we have some client corner case here at play as well.

Happy to clarify. Here's a more detailed look at the steps.

1. Create a new Google account.

2. Sign into Chrome and choose the option to modify sync settings before sync begins.
2.a Sign in, then on the "Turn on sync?" page, select the "Want to manage sync" link (screenshot #1)

3. Setup a sync passphrase, opt out of all other sync data for now.
3.a Scroll to the bottom of the chrome://settings/syncSetup page and save a passphrase
3.b Scroll back to the top and uncheck every sync item.

4. Sign out out of Chrome / delete the profile.
4.a This is just clearing the profile and pretending like we're signing into a new device.

5. Sign back in to Chrome and realize you've forgotten your sync password.
6. The sync dashboard cannot be reset as it contains no data.
7. You're stuck and cannot use Chrome sync.

Note that I realize the steps above are probably never likely in the wild, but they do produce the same repro as our user report. I'm not sure what steps the user followed to land in the stuck state, but the steps above get us there as well.
