Images/Videos appear broken. When hovering over images I can sometimes click to show

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/73.0.3633.0 Safari/537.36 Steps to reproduce the problem: 1. Open browser 2. Go to any website 3. Look for any video, images or sprite images What is the expected behavior? That images would render on load, even social media icons What went wrong? I am now shown a broken image icon, and a dotted red line around an image or video. If I hover over image, the mouse changes to magnified glass with a plus symbol in the middle. There are many instances, if the image also contains a hyperlink, that it just changes to the hand icon, and the image will never appear. Did this work before? N/A Chrome version: 73.0.3633.0 Channel: canary OS Version: 10.0 Flash Version: The image/video I attached are taken with a cellphone, just so I can show the mouse icon change. Otherwise, I just capture a screenshot that just shows the area and no other gestures. Thanks.

I'm also seeing images being blocked/removed from the page. This is from viewing the exact same page in the official Chrome build: Version 71.0.3578.80 (Official Build)

Tried testing the issue on reported chrome version #73.0.3633.0 using Windows 10 by following below steps. Steps: ====== 1.Launched chrome. 2.Navigated to "cnn.com". 3.Hovered over links, images and videos. 4.Observed that the pointer changes to hand icon and images appeared as usual. This seems way more likely to be a loading issue, or an issue of invalidating on load. For those experiencing this, what does the Networking tab in DevTools show?

#6 sorry don't really get what's the breakage. The video shows that hovering over links changes the pointer shape (this looks okay behavior to me given that those images are actually clickable links on cnn.com), but images are shown as expected, while #1 says image rendering is broken.

On ToT I'm not seeing the behavior reported on #1. Things could be often broken on Canary, could you try the newer canary and see if it's still happening? Also: it's helpful to see if it still happens in incognito mode (where no extensions are hooked).
