unable to change layout in Slides using Jaws/NVDA

Issue description

Version 71.0.3578.80 (Official Build) (64-bit)
Windows 10 Version 1709 (OS Build 16299.785)
Steps:
1. Open Slide menu (alt+shift+s)
2. Open Apply layout menu
3. Try using arrow keys to choose a new layout
Expected: As arrow keys are pressed, focus moves to a new layout and the name of the layout is verbalized.
Actual: There is no spoken feedback.  Thus, user is unable to change layout (e.g. from title to title and body).  It is unknown if focus is changing (keystroke is working) and no spoken feedback or if issue is just lack of spoken feedback.
Reproduces with both JAWS and NVDA.  Issue does not reproduce on Firefox.

 
Status: WontFix (was: Available)
This issue seems to work as of Chrome 72. Tested in Version 72.0.3626.7 (Official Build) dev (64-bit)
