Regression: Unnecessary page reloads after clicking multiple times on 'View site info' icon

Issue description

Chrome Version: 73.0.3633.0 (Official Build) Revision c972e8079a1fb95f6cb7c3afc162ea473384c3b1-refs/branch-heads/3633@{#1} (32/64-bit)
OS: Windows 10 only

What steps will reproduce the problem?
(1) Launch Chrome and navigate to webpage for ex. https://www.google.com .
(2) Click multiple times on 'View site info' icon and Observe.

Actual Result: Unnecessary page reloads after clicking many times on 'View site info' icon.

Expected Result: Page should not reload after clicking on 'View site info' icon.

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build: 68.0.3416.0
Bad build:  68.0.3417.0

You are probably looking for a change made after 555014 (known good), but no later than 555017 (first known bad).

@sangwoo108: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

NOTE:
1. Issue is also seen on M-71 Stable & Beta (build #71.0.3578.80) and M-72 Dev (build #72.0.3626.7).
2. Issue is not seen on win (7, 8, 8.1), Mac (10.13.1, 10.13.6, 10.14.2) and Linux (14.04 LTS) OS.

There is a workaround for this method.

Clicking really fast on the button seems to trigger drag-and-drop. But I don't think it's a problem of my patch itself. I think there's any other reason why dnd was triggered before my patch. It seems we need another bisect - from when dnd was triggered on the button.
