What steps will reproduce the problem?
1. Launch chrome, navigate to above test URL and Play the video.
2. Set video 'Width' to "200" and mute the video
3. Observe the time duration .

Actual Result : Time duration of the video played disappears after muting the video when set to width-200.

Expected Result : Time duration should not disappear from the video frame after muting it in width-200.

This is a regression issue broken in M-71 and below is the bisect information:
Good Build : 71.0.3573.0 (Revision : 597470)
Bad Build : 71.0.3574.0 (Revision : 597692)
