Picture-in-Picture window focus varies between platforms

When video enters Picture-in-Picture, Picture-in-Picture window steals focus on macOS, Windows, and Linux while it doesn't anymore on ChromeOS.

We should provide a consistent UX across desktop platforms.

FWIW, I prefer the Chrome OS UX as I can continue browsing my web page instead of having to focus back first on my web page.

+lpalmaro@ as we made the Picture-in-Picture window focusable for accessibility reasons. I agree that it does make the experience a bit less good when no keyboard interaction are intended/needed.
