Regression:Loading bar under favicon icon for chrome web store appears stuck after relaunching browser.

Issue description

Chrome Version: 73.0.3633.0 (Official Build) Revision c972e8079a1fb95f6cb7c3afc162ea473384c3b1-refs/branch-heads/3633@{#1}(32/64-Bit) 	
OS: Win(7,8,8.1,10) 
       
What steps will reproduce the problem?
1. Open chrome, navigate to https://chrome.google.com/webstore/.
2. Now navigate to chrome://settings/languages and change browser language to 'Arabic' and relaunch browser.
3. Observe the blue loading bar under favicon icon of chrome webstore.
4. Now repeat step 2 and change browser language back to 'English' and observe the blue loading bar under favicon icon again.
 
Actual Result  : Loading bar under favicon icon for chrome web store appears stuck after relaunching browser.
Expected Result: Loading bar under for chrome web store should not get stuck after relaunching browser.

This is a regression issue, broken in M-72, and will soon update other info:
Good Build:72.0.3623.0 (Revision:611017)
Bad Build: 72.0.3624.0 (Revision:611430)

pbos: @Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.	

1. Tried performing 'per revision' bisect on multiple Windows machines but unable to perform the same since getting "RuntimeError: We don't have enough builds to bisect." error.
2. Unable to perform Chromium bisect as build is not available.
3. Hence providing suspect manually.
