Steps to reproduce:
1. Launch chrome and Navigate to above URL.
2. Click on any of radio button of 'Annual income'.
3. Click on 'View Direct Funds'  with empty data and Click on Name Field and observe.

Actual Result   : Empty  dropdown is seen when clicked on Name Field.
Expected Result :  Empty  dropdown should not be seen when clicked on Name Field.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3498.0
Bad Build : 70.0.3499.0
