OS: Mac(10.13.1 , 10.13.6 , 10.14.2) 
What steps will reproduce the problem?
1.Launch chrome and navigate to 'chrome://settings/appearance'.
2.Change font size and minimum font size to huge and give print command.
3.Click on 'change' button on print preview such that list of printers appears.
4.Now muse hover on list of print destination and scroll and observe.

Actual  : Scrollbar overlaps on cancel button on print preview on scrolling.
Expected: Scrollbar should not overlap on cancel button on print preview on scrolling.

This is a regression issue broken in ‘M-71’ and below is the 'Chromium bisect' information:
Good Build: 71.0.3568.0
Bad Build : 71.0.3569.0

Unable to provide bisect using per-revision script as it shows "We don't have enough builds error message" ,hence providing bisect using chromium bisect.
