OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2) & Linux(14.04 LTS).

Pre-condition:  6-7 downloads entry must be present under chrome://download page.

What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://downloads page.
2. Navigate to chrome://settings page and set 'Font size' to 'Very large'.
3. Again go back to chrome://downloads page and observe the tiles.

Actual: Gap is not seen between the tiles and looks weird.
Expected: Gap should seen between the tiles.

This is a non-regression issue, seen from M-60 series.

NOTE: This issue is also seen on Stable #71.0.3578.80, Beta #71.0.3578.80 & Dev #72.0.3626.7
