Steps to reproduce:
1.Launch chrome and navigate to www.youtube.com and play any video( or navigate to test URL mentioned above).
2.Now wait for the page to load completely then click on the reload icon(near the omnibox) to refresh the page.
3.Observe the video upon clicking on page refresh.

Actual Result  : White patch is seen on the video while page gets refreshed.
Expected Result: White patch should not seen on the video while page is getting refreshed.

This is a regression issue, broken in 'M-72', and below is the per revision bisect info:
Good Build:72.0.3584.0 (Revision: 600617)
Bad Build :72.0.3585.0 (Revision: 601013)

You are probably looking for a change made after 600831 (known good), but no later than 600832 (first known bad).
