Regression: Unable to over-install 73.0.3632.0 on previous version i.e on 73.0.3631.0

Chrome Version: 73.0.3632.0 Revision 914f5b8f721ff5a734bb22a96363191c20c8c3f2-refs/branch-heads/3632@{#1}(32/64 bit) 
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1) Install previous version of chrome i.e. chrome version 73.0.3631.0 and navigate to chrome://settings/help
(2) Now over-install Chrome Version: 73.0.3632.0 and navigate to chrome://settings/help, click on 'Relaunch' button
(3) Observe after relaunching build.

Actual: Unable to over-install 73.0.3632.0 on previous version 73.0.3631.0

Expected: Should be able to over-install 73.0.3632.0 on previous version 73.0.3631.0

This is a regression issue, broken in 'M73', will soon update the other info:

Unable to perform bisect using per-revision and chromium bisect as issue is related to over-install, Hence, providing suspect from change-log:

Note:
1.Issue is not seen on Mac(10.13.1,10.13.6,10.14.2,10.14.6) and Linux(14.04 LTS) OS.
2.Able to over-install build 73.0.3633.0 on 73.0.3632.0 but unable to over-install 73.0.3633.0 build on 73.0.3631.0
