Context menu should follow custom theme

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36 Steps to reproduce the problem: I installed a dark theme and expected the context menu to follow it, too. What is the expected behavior? What went wrong? However, the context menu is still coloured bright and thus inconsistent with the rest of the browser experience. Did this work before? N/A Chrome version: 71.0.3578.80 Channel: stable OS Version: Fedora 28 Flash Version: I would appreciate if the context menu could match the installed theme. I am attaching a screenshot for further reference.

Able to reproduce the issue on reported chrome version 71.0.3578.80 also on latest chrome 73.0.3636.0 using Mac 10.14.0, Ubuntu 17.10 and Windows 10. Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged. Thanks..!
