Opened tab is not matching highlighted tab

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36

Steps to reproduce the problem:
I haven't identified the steps to reproduce this consistently. It only happens occasionally.

What is the expected behavior?

What went wrong?
Please see attached screenshot for an indication of the problem. In this case, the active tab is Google Maps but Chrome highlights the pinned Google Calendar tab to be the currently active one.

Did this work before? N/A 

Chrome version: 71.0.3578.80  Channel: stable
OS Version: Fedora 28

Unable to reproduce the issue on chrome reported version# 71.0.3578.80 using Ubuntu 14.04 and 17.10 with steps mentioned below:
1) Launched chrome reported version and opened multiple tabs
2) Navigated between multiple tabs, able to see only the opened tab highlighted

@Reporter: Could you please try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

Maybe it depends on the number of opened tabs? 

How many have you opened?

Can you try opening several dozens/hundreds?

That's when the issue occurred for me.

Unable to reproduce the issue on chrome reported version# 71.0.3578.80 and on latest chrome stable# 71.0.3578.98 using Ubuntu 17.10.

@Reporter: Could you please try to test this issue on latest chrome stable# 71.0.3578.98. You can download latest chrome stable from URL: https://www.chromium.org/getting-involved/dev-channel. Let us know if this issue is specific to Fedora 28.
