What steps will reproduce the problem?
(1) Launch chrome, open Report an issue overlay from wrench menu.
(2) Click on Legal help page or Privacy policy and observe while opening window.

Actual: Blank window is seen while opening help page or Privacy policy  window.

Expected: Blank window should not seen while opening help page or Privacy policy  window.


This is a regression issue, broken in 'M72',will soon update the other info:

Good Build:72.0.3603.0
Bad Build: 72.0.3604.0

[Unable to provide bisect using 1) Per-revision script as "RuntimeError: We don't have enough builds to bisect" error message is thrown and
				2) Chromium bisect script as 'Report an issue...' option is not available.
Hence, providing suspect manually.)
