Issue descriptionApp Version:72.0.3626.8 iOS Version: 12.1, 11.4.1 only Device: iPhones only( iPhone 7, iPhone Xr) Steps to reproduce: 1. Launch chrome 2. Tap on settings > New Incognito Tab 3. Observe Observed results:Incognito NTP page is seen shifting upwards while opening new incognito tab Expected results:Incognito NTP page should not shift upwards while opening new incognito tab Number of times you were able to reproduce: 5/5 Bug reproducible after clean install:Yes Bug reproducible after clearing cache and cookies:Yes Observed behavior in Chrome Mobile on Android:No Check for similar behavior on Firefox/Safari:NA Bug reproducible on current stable build (App Version, iOS Version): No on 71.0.3578.77, iOS Version-12.1, 11.4.1 Bug reproducible on the current beta channel (dogfoody) build (App Version, iOS Version):Yes on 72.0.3626.8, iOS Version- 11.4.1, 12.1

I can't reproduce. Can you check if this is related to issue 912684? Especially, I think it might only reproduce if the other issue reproduce.

gambard@, Issue 912684 is not similar and issue is also reproducible in iPads(11.4.1, 12.1, 12.1.2). Steps to reproduce: For iPhone: 1. Launch iOS Chrome 2. Go to Menu>Settings 3. Tap on 'New Incognito Tab' Behaviour in iPhone: https://drive.google.com/open?id=1nA45fZPv3XWXRjLc21WzGGWWqUmHM6b8 Incase of iPads, issue is only reproducible tapping on incognito tab in tab switcher mode Behaviour in iPad: https://drive.google.com/open?id=1LUyR90_HOWFhnw4ihiyVTTaFknwLuY7q Note: Issue is reproducible even after disabling #slim-navigation-manager flag from chrome://flags

Sorry, I don't see the link with slim-navigation-manager. My question was: can you reproduce this issue if issue 912684 doesn't reproduce? I was only able to reproduce this issue when 912684 reproduce. If 912684 doesn't reproduce, I am not able to reproduce this one.

Checked on the latest chrome beta version 72.0.3626.65 on iPhone 7 plus with iOS 12.1.2 and iPad Air with iOS 11.4.1. NTP elements in incognito are not flickering. Looks good.
