Handled by the portals team (currently, the Waterloo platform architecture team). Initially, will be used for tracking development work, so we don't expect incoming bugs. Once that changes, I expect us to use a rotation, similar to Blink>Bindings.

I expect that other milestones as part of the portals project would require labels of their own in the future, which might include things like Proj-Portals-RestrictedMode or Proj-Portals-Modal. But those efforts are still far enough on the roadmap that I am not yet requesting labels for them.
