No puedo utilizar mi aplicación WEB Privada

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36

Example URL:
http://152.139.147.80:5070/

Steps to reproduce the problem:
1. Indicar URL: http://152.139.147.80:5070/
2. presionar Enter
3. Esperar

What is the expected behavior?
El esperado que ingrese al aplicativo cargando todos sus procesos normales.

What went wrong?
El sistema no despliega menu, ni muestra pantalla inicial.
Error que se produce (solo disponible en consola de desarrollador)

uncaught rangeerror maximum call stack size exceeded 

Did this work before? Yes Versión anterior de Chrome

Chrome version: 71.0.3578.80  Channel: stable

Tried testing the issue on chrome reported version# 71.0.3578.80 using windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to URL: http://152.139.147.80:5070/
2) seen site can't be reached

@Reporter: Please find the attached screenshot for your reference, if possible provide alternate Test file/URL that reproduces the issue which help in further triaging it in better way.

As per comment# 3, it isn't possible for reporter to provide sample Test file/URL. Without Test file/URL TE team cannot proceed with triaging the issue. Hence requesting someone from the Internals>Network team help in providing further inputs on this issue.
