ChromeOS Version       : 69 and 70

Video issue, Audio issue, both, neither?  AUDIO

What steps will reproduce the problem?
(1)  Open the Camera app, or a 3P app like Seesaw or Explain Everything
(2)  Record an audio (ideally in a noisy environment)
(3)  Play back the audio

What is the expected result?
Clear playback, awesome sound, some noise cancelling maybe.

What is the actual result?
1. Significant background noise, like radio static sound effect (https://www.youtube.com/watch?v=2iL1Ce1PZFM)
2. Low volume

Any additional information (anything else which may help us debug the
issue)?
Suggestions include checking the pre-amp and tuning the volume curve on the speakers
