Chrome OS 11316.6.0, 72.0.3626.8 Nocturne

Steps To Reproduce:
(1) Enable multiple profiles on tablet mode
(2) Open File.app on the first user 
(3) Try to right click on the title bar

Expected Result:
Should see "move Window" to move to another profile.

Actual Result:
Doesn't see "move Window" option on tablet mode.
 
How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
