DST Error at Windows 7 and Chome Version 71.0.3578.80 (Official Build) (64-bit)

  Add OK or FAIL after other browsers where you have tested this issue:
       Edge: PASS (Version)

What steps will reproduce the problem?
(1) Open console
(2) new Date()

What is the expected result?
It doesn't return a Date based on Windows date & time with DST.
Ps. It only occurs at Windows 7.

What happens instead?
The hour is about 1 hour late

possible.
