Chromebook boot delay on v70

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Booting chromebook 
2. extended delay 26-27 sec. (2x as long)
3. Screen is black the entire time of this delay

What is the expected behavior?
boot in around 8-10 sec

What went wrong?
device delayed to boot

Looks like perhaps a selinux violation during boot with a crash report?
