When the user needs to change their password on GCPW allow them to skip giving the old password

Issue description

Chrome Version: 73.0.3631.0
OS: Win10

When a user needs to change their password through GCPW to match their Gaia password it may be possible that the user does not remember their old Windows password. In this case, give them the chance to allow password change even without the old password but warn them that they will lose access to data that is encrypted with their old password.

Should this allow the person to sign in to the same OS user, or should we delete the old OS user and its home directory and then let them sign in with a new OS user?  The latter is closer to what cros does and I think safer from a security and privacy perspective.
