RunxxxLifecyclePhase is slow

Issue description

Attached trace report are uploaded from:

User attached the trace report and seeing that scrolling is very janky. I looked at the trace, and found that:
RunCompositingLifecyclePhase took 27.688ms in average
RunPrepaintLifecyclePhase took 19.038ms in average
RunPaintLifecyclePhase took 32.45ms in average

User did mention that testing on firefox is much smoother.

It's not at all surprising this scrolls slowly. It's got lots and lots of touch event handlers and hundreds if not thousands of overlapping paint layers due to just about everything being explicitly positioned.

Firefox is smoother, verified, though it also starts to slow down as more and more stuff comes in.

I doubt we will explicitly try to optimize for this site. It should benefit from generic changes.
