FR - Android Apps / PlayStore to be Available on Secondary Accounts on ChromeOS

Issue description

Chrome Version: 71.0.3578.57
OS: ChromeOS

What steps will reproduce the problem?
(1) Sign-in to G Suite account using Android-capable Chrome device (e.g. Pixel Slate)
(2) Once signed-in to first account, click on the Chromebook time
(3) Click the profile thumbnail picture
(4) Click "sign in another user..."
(5) Sign-in to the secondary user profile
(6) PlayStore and Android apps for ChromeOS won't launch

What is the expected result?
- To be able to use PlayStore and those installed Android apps for both main user and secondary user accounts

What happens instead?
- Only the first/main account can access PlayStore and the installed Android apps


Please use labels and text to provide additional information.

- This behavior is already an intended behavior as per https://support.google.com/chromebook/answer/6088201
- But we'd like to know if the ability to use PlayStore on secondary user account profiles would be possible in the future or anytime soon
