Issue descriptionChrome Version : 70.0.3538.110 OS Version: 10.0 Observed a problem, if using Chrome GPO "Configure extension installation blacklist" value contains '*' it is not possible to install any extension even those what are in "Configure extension installation whitelist". Because "Load unpacked" button disappears. Does this problem is known? UserAgentString: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

As i mentioned above, there is problem merging these settings: "Configure extension installation blacklist" and "Configure extension installation whitelist". The issue is: If Chrome GPO "Configure extension installation blacklist" value contains '*' it is not possible to install any extensions even those what are in "Configure extension installation whitelist". "Load unpacked" button disappears and functionality to add extension become unavailable.

The allowlist should allow overriding the blocklist, and we have various tests in place for this. @vazarovic, can you include the policy JSON file? > Because "Load unpacked" button disappears. Even with "*" in the blocklist, I don't think we typically remove the "Load unpacked" button. Perhaps there's another policy that's causing this?

rdevlin....@chromium.org, did you try to test it manually by yourself on Chrome version 70.0.3538.110? Simply add '*' to the "Configure extension installation blacklist" option, apply the settings and make sure, you still can see "Load unpacked" button in "chrome://extensions" when "Developer mode" is on.

Provide an attachment with recorded steps to reproduce the problem. You can watch how the button "Load unpacked" immediately disappears in Chrome after the GPO change "Configure extension installation blacklist" applied and how it appears when the change is removed. |
