WebRTC hash cannot be found

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64; rv:63.0) Gecko/20100101 Firefox/63.0

Steps to reproduce the problem:
1. Clone Chromium tree
2. Check out the tag 70.0.3538.110 (`git checkout 70.0.3538.110)
3. Run `gclient sync`

What is the expected behavior?
`gclient sync` should succeed.

What went wrong?
+ gclient sync

This issue is out of scope of triaging at TE end as this issue is related to Internals>Installer. Hence adding 'TE-NeedsTriageHelp' label and requesting the 'Internals>Installer' team to look into the issue and help in further triaging.
