15% regression in webrtc_perf_tests at 25906:25906

So far only one regression in send_bandwidth on webrtc-android-tests-nexus9 for vp9ksvc_3sl_medium_network_restricted

PSNR sligtly decreased also, but it might be just noise.

No similar changes observable for the same test in windows/linux bots.

No clear culprit. Probably delayed effect of VP9 fixes by me at position 25895

Further investigation needed.
