Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36 Steps to reproduce the problem: 1. Wait for computer screen to turn off 2. Have a notification programmatically opened by using chrome.notifications.create 3. What is the expected behavior? Notification should silently show What went wrong? Computer screen turns to show notification. Did this work before? N/A Does this work in other browsers? N/A Chrome version: 71.0.3578.80 Channel: stable OS Version: 10.0 Flash Version:

Thanks for the tips, but they do not work. I tested the lower priorities of -2 and -1 but they are not supported on Windows. Error given: "Low-priority notifications are deprecated on this platform." I also tested "silent" but it does not prevent the screen from being turn on.

Ok here is a complete packaged extension which after 5 minutes of initiating the extension will launch a Chrome notification. Your computer will need to go into sleep before then to reproduce the issue.
