Computer screen turns on when using chrome.notifications.create

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36

Steps to reproduce the problem:
1. Wait for computer screen to turn off
2. Have a notification programmatically opened by using chrome.notifications.create
3. 

What is the expected behavior?
Notification should silently show

What went wrong?
Computer screen turns to show notification.

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 71.0.3578.80  Channel: stable
OS Version: 10.0
Flash Version:
 
Might be caused by Windows OS itself.
OTOH try setting different "priority" and "silent" when creating a notification:
https://developer.chrome.com/extensions/notifications#property-NotificationOptions-priority

Thanks for the tips, but they do not work.

I tested the lower priorities of -2 and -1 but they are not supported on Windows.
Error given: "Low-priority notifications are deprecated on this platform."

I also tested "silent" but it does not prevent the screen from being turn on.

The attached JS file is not helpful for us in further triaging of the issue.
Request you to provide a sample extension/file, where the issue can be reproduced, which will help further.

Ok here is a complete packaged extension which after 5 minutes of initiating the extension will launch a Chrome notification. Your computer will need to go into sleep before then to reproduce the issue.
