Regression: Chrome becomes unresponsive after minimizing it while signing into chrome |

Issue descriptionChrome Version: 73.0.3632.0 (Official Build) 914f5b8f721ff5a734bb22a96363191c20c8c3f2-refs/branch-heads/3632@{#1} (32/64 Bit). OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6, 10.14). What steps will reproduce the problem? 1. Launch chrome, click on 'Turn on sync' from avatar overlay. 2. Enter valid credentials 'email-id' & 'password' and quickly minimize the browser. 3. After some time click on chrome in task-bar to maximize the browser. 4. Observe. Actual Result: Chrome becomes unresponsive after minimizing it. Expected Result: Chrome should not be unresponsive. This is a regression issue, broken in M-69, and below is the bisect info: Good Build: 69.0.3461.0(Revision:567545) Bad Build: 69.0.3462.0(Revision:567864) CHANGE-LOG URL: https://chromium.googlesource.com/chromium/src/+log/69.0.3461.0..69.0.3462.0?pretty=fuller&n=10000 Suspect: r567625 ? droger@: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner. Note: 1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but still getting the same error again) 2. Unable to provide suspect using Chromium bisect because, unable to sign-in to chrome. 3. Hence providing suspect manually. 4. Issue is also seen on Stable #71.0.3578.80 Beta #71.0.3578.80 and Dev #72.0.3626.7 build. 5. Issue is not seen on Linux(14.04 LTS) OS. 6. On Win 7,8,8.1 after maximizing screen turns black and unresponsive. 7. On Win 10 and Mac(10.12.6, 10.13.1, 10.13.6, 10.14) chrome is unresponsive. I would think this is a problem in webui, but I'm not sure. The relevant code is: https://cs.chromium.org/chromium/src/chrome/browser/ui/views/profiles/signin_view_controller_delegate_views.cc?rcl=d8c92d61a1d196c3fcc41807e83ec64166fc398c&l=254 I suspect this is called while the browser is minimized. scottchen, dpapad: any idea what could be going on?

Sync confirmation dialog is a browser modal dialog. It basically blocks the user interaction with the rest of the browser forcing the user to confirm or cancel sync. The main question here is why the sync confirmation dialog (WebUI) is so small. If it were tall then it would have been clear that the user needs to interaction with it. Scott: Would you know why the sync confirmation modal dialog is resized while Chrome is being minimized? Or how to force re-size it when the window is maximized again?
