Non-Regression:Volume/brightness sliders appears at L.H.S instead of R.H.S when virtual keyboard is popped up

What steps will reproduce the problem?
(1)Sign into user >> From ubertray/accessibility, enable Onscreen keyboard
(2)Press volume/brightness button, Pop up the virtual keyboard and observe

Actual: Volume/brightness sliders appears at L.H.S instead of R.H.S
Expected:Volume/brightness sliders should appear at R.H.S

This is a Non-regression issue seen from M-72

Sending to shell since this is related to the status/sound bar not interacting correctly with overscrolling
