OS: Windows (7, 8, 8.1, 10), Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS).
Pre-condition: At-least 7-8 password entry must be present under 'Saved Passwords' section so that vertical scroll-bar appears on 'Passwords' page.
What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://settings/passwords page.
2. Scroll down the page and click on first password entry under 'Saved Password' section and observe.
Actual: Unnecessary 'Passwords' page scrolled up after clicking on first password entry.
Expected: 'Passwords' page should stay on their position after clicking on first password entry.
This is a regression issue, broken in M-61 series, below is manual regression range:
Good build: 61.0.3142.0 (Revision: 482492)
Bad build: 61.0.3143.0 (Revision: 482833)
You are probably looking for a change made after 482751 (known good), but no later than 482762 (first known bad).

NOTE:
1. Provided suspect through 'Chromium bisect' script because unable to perform bisect using 'per-revision' bisect script.
2. Tried performing 'per revision' bisect on multiple Windows and Mac machines but unable to perform the same since getting "RuntimeError: We don't have enough builds to bisect." error.
3. This issue is also reproducible on Stable #71.0.3578.80, Beta #71.0.3578.80 & Dev #72.0.3626.7
4. This issue is only reproducible after clicking on first password entry and every time we have to reload the page to reproduce this issue.
