Regression: Unwanted movement of find-in page bubble is seen while entering into full-screen mode.

Issue description

Chrome Version: 73.0.3632.0 (Official Build) 914f5b8f721ff5a734bb22a96363191c20c8c3f2-refs/branch-heads/3632@{#1} (64 bit)
OS : Mac(10.13.6, 10.13.1, 10.14.2)

Steps to reproduce:
1. Launch chrome,  and uncheck 'Always show Toolbar in Full-screen'
2. Navigate to 'chrome://settings' and Press cmd+g to open find-in page bubble. 
3. Enter into Full-screen mode by clicking on Green icon of Traffic Signal and observe.

Actual Result   : Unwanted movement of find-in page bubble is seen while entering into full-screen mode. 
Expected Result : No such movement should be seen.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build : 70.0.3504.0 (Revision : 578510)

You are probably looking for a change made after 578333 (known good), but no later than 578334 (first known bad).

Mac triage: this is essentially WAI - the find box is normally anchored near the omnibox but the omnibox disappears in true fullscreen.
