Description:
Privacy issue: If media playback on Google Play Music desktop mode is paused in the background, it often spontaneously starts playing.  Even when the phone is idle.  Even if I swipe the background play notification away.

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Navigated to  https://play.google.com/music/listen , opened in desktop site
2. Played audio , paused it and closed chrome and opened other app -- but after few seconds audio started playing

Chrome versions tested:
67.0.3360.0 , 70.0.3538.110 , 73.0.3630.0

OS:
Android 9.0.0

Android Devices:
Pixel 2

Observations:
=============
1. From M-60 to M-66 builds, audio is not played in chrome when changed to desktop mode.
2. Issue is seen from M-67 version

As this issue is seen from M-67 builds, hence considering this as Non-Regression and marking as Untriaged for further inputs from dev team.

Hmm, don't remember if this is allowed or not. Once played it has permission to play again, possibly in the background.

+sandersd@ I thought WMPI would prevent playback of background pages on Android. Is it no longer the case?
