Keyboard shortcuts don't work well when Search key is assigned to Ctrl.

What steps will reproduce the problem?
(1) Set Search key to Ctrl in chrome://settings
(2) Try Ctrl-Alt-< and Ctrl-Alt->

What is the expected result?
The next/previous tab is focused.

What happens instead?
Nothing happens
