Issue description

Chrome Version       : 70.0.3538.110
OS Version: 6.3
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Chrome

What steps will reproduce the problem?
1. I have written small application for using service worker in localhost and running on chrome browser

What is the expected result?
1. If I cached a page today and when I open the page next day without starting server e.g Apache then the cached page should be shown but it does not showing the page. I need to start the server at least once for the day then the result is showing. I think this should not be happened,browser should display the result of cached page.


What happens instead of that?
1.As I cached the page,So it should be displayed on the browser ignoring the Apache is started or stopped
Can this will be possible?


Please provide any additional information below. Attach a screenshot if
possible.

Please provide a website that demonstrates this issue or at least some code. We can't speculate where the issue could be without seeing your code.

The Issue has been resolved.
Now my URL is working even if the server's or user's network is down OR the
both networks are down.
