Issue descriptionBug DETAILS Despite of being logged in with a google account, the manage people option shows only the default profile. VERSION Chrome Version: [71.0.3578.80] + [stable - Official build - 64-bit] Operating System: [Microsoft Windows 10 , Pro, 10.0.17134 Build 17134] REPRODUCTION CASE 1. Open google chrome browser 2. shoeb.pawaskar@ Thanks for the issue. Able to reproduce this issue on Mac OS 10.13.6,Windows 10 and Ubuntu 17.10 on the latest Stable 71.0.3578.80 and latest Canary 73.0.3636.0. On logging in and syncing with a google account, and navigating to Manage People, unable to see others logged manage people option This is a Non-Regression issue as this behavior is observed from M-60 chrome builds. Attached is the screen shot for reference. Hence marking this as Untriaged for further updates from Dev. Thanks..

I suppose all logged in people are in the same Chrome profile. If so, then this is WAI today.
