Steps to reproduce the problem:
1. open VS Code in VM (seen with other apps too)
2. attach extended monitor (and move app there)
3. press ctrl+o to open file

What is the expected behavior?
open file dialog shown

What went wrong?
no dialog shown but app UI becomes unresponsive because of this hidden modal dialog (have to close the app).

same behavior seen with Azure Data Studeio (also electron app, don't know if this is limited to electron apps + external display)
