Wifi is turned off, and when I turn it on it automatically turns back off after one second.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11021.38.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36
Platform: 70.3.34 (Developer Build - neverware) developer-build chromeover64

Steps to reproduce the problem:
1. Click on Wifi settings 
2. Click to turn on Wifi
3. Wifi automatically turns back off

What is the expected behavior?
It usually stays on and finds wireless networks in the area. Now, it just turns right back off. Ethernet works great.

It usually stays on and finds wireless networks in the area. Now, it just turns right back off. Ethernet works great.

Did this work before? Yes It worked as of yesterday.
