insufficent nocturne dut to run tests

current nocturne device in lab

 8 bvt           0-Provisioning  0-Ready  6-Repair Failed  0-Repairing  0-Resetting  2-Running 
16 cts           0-Provisioning  0-Ready  0-Repair Failed  0-Repairing  1-Resetting 15-Running 
 6 suites        0-Provisioning  3-Ready  3-Repair Failed  0-Repairing  0-Resetting  0-Running 


there are insufficient healthy unit to run tests

The 2 tests that I kicked off are in queue state for a long time:

We have 0 units in pool suites:  3 Repair Failed and 3 ready but in Lock state.
