Issue descriptionSummary: Add a policy for enable-offline-auto-reload-visible-only Use case / Motivation: They need for users to be able to load several tabs at the same time without having to select them to load. Existing workarounds: Configure the flag user by user. Case#: 17690050 Some use-cases requires that, and it could be good policy. Usually we don't implement policy for what's available in flags, but can this please be triaged. Starting with client-side policy request here (to be continued in b/ for admin console, if implemented).

Hello team, I've discussed this request with our customer and with their Deployment Engineer. They were given the correct expectations regarding this request, however, they do have the urgent need for this to be implemented as there is a business need as they are doing a deployment and not having this option is a huge limitation for them. How feasible is for us to do this request? Thank you!

This sounds like a feature request to add a policy setting to control offline-auto-reload-visible-only. By default it is true. The only way to set it to false today is via --disable-offline-auto-reload-visible-only. Assigning to Chrome OS PM for further thought and prioritization.
