Add metrics for ad video duration

To pursue limiting autoplay of ad videos based on duration we need metrics on typical ad video duration. 

We should measure:
 - Total duration
 - Known duration at the time autoplay is started
 - UseCounters for number of videos autoplay would be prevented for at different thresholds.

Record duration of ad videos

Add metrics on duration of ad videos to determine how many
videos would be affected if playback time was limited for ads.
