What steps will reproduce the problem?
(1) Set shelf to auto-hide and open at least one window to make sure shelf is auto-hide.
(2) In clamshell mode, press quick setting key to open the system tray.

What is the expected result?
Both system tray ans shelf are shown and system tray is above the AUTO_HIDE_SHOWN shelf.

What happens instead?
System tray should not has overlap with shelf.
