Need an easy way to file a bug for a mostly-broken builder

https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Android%20CFI is broken for most of its runs, but there's no obvious way to find the people responsible for that bot's configuration to ask them to look into it. Each bot should have an owning team, and LUCI should include a button to file a bug against them, like it includes a Feedback button to file a bug against LUCI as a whole.

I feel like this is blocked by issue 903385, not the same problem as it. It should possibly be owned by a different team who'd go track down builder owners to get the right metadata passed into the new templates.
