Squished tabs after selecting "close tabs to the right" |

Issue descriptionChrome Version: 72.0.3622.0/dev OS: MacOS This bug does not reliably reproduce. Once, after clicking "Close Tabs To The Right", my remaining open tabs all became squished to their minimum width. In the screenshot, the gmail, slack, and hangouts tabs are pinned tabs and are not squished. The docs, [something], and gerrit tabs are all squished. Has there been a recent tab change, possibly for MacOS, that might have caused this?

Weird! lgrey@, can you take a look at the tabstrip code and see if anything jumps out at you? pdr@, do you have a guess at all as to what the repro steps might be?

The repro steps seem to be related to closing many tabs, as this happened both times after clicking "Close Tabs To The Right". I know this is not particularly actionable from your team but I filed it in case someone had committed tab-related code in the past couple weeks.
